In short: An image anchored "to character" and vertical positioned with "from bottom" to "Line of Text" uses a different reference line for "Line of Text" when the line spacing is "Proportional" than in cases "single", "fixed" and "leading". I expect, that the reference line is always the same. In fixing/changing the behavior you need to consider, that currently the setting "Line of Text" produces invalid ODF, see bug 149234.
