1. Tools > Customize > Toolbars tab

2. Place cursor in Target dropdown box, and Press F1

Actual: 404 error and Help ID: CUI_HID_SVX_TOPLEVELLISTBOX

Expected: https://help.libreoffice.org/7.4/en-US/text/shared/01/06140400.html?&DbPAR=WRITER

3. Place cursor in Category dropdown box, and press F1

Actual: https://help.libreoffice.org/7.4/en-US/text/shared/01/06140100.html?&DbPAR=WRITER

I can reproduce that. Fix would be to add a bookmark for HID CUI_HID_SVX_TOPLEVELLISTBOX in:

text/shared/01/06140400.xhp
