Description:
When saving a document as HTML, there is overlapping if line spacing is set to 'At least' with a low value that doesn't fit the text.

I've tested it with multiple fonts and multiple libreoffice versions.

Steps to Reproduce:
- Create a new document in Libreoffice writer
- Start writing, until multiple lines have been filled. 5-6 lines should be enough.
- Select the text, set line spacing to 'At least' with a value of '0.01"'.
- Save the file as html, or use save a copy.
- Opening this html file in a browser should show all the rows overlapped.

Actual Results:
All lines in a paragraph with atleast line spacing are overlapped.

Expected Results:
There shouldn't be overlapping. It should look similar to how it looks when editing the text.

Additional Info:
I've tested with 7.3.4.2 version, as well as previous ones to ensure that It's not something recent. 7.3, 7.1 and 6.0 were also used.
