In the Writer menu "Form" there is the menu item "Activation Order". But the corresponding dialogue is called "Tab Order". Shouldn't the dialogue also be called "Activation Order"?

b) This might be (also or mainly) a localization issue?
b1) 😥 German: ˋAktivierungsreihenfolge ... → Register Reihenfolgeˊ weird
b2) 😥 Spanish ˋOrden de activatión → Orden de tabulacónˊ
b8) 👍 Italian: ˋSequenza di attivazione → Sequenza di attivazioneˊ 
b9) 👍 French: ˋOrdre d'activacion → Séquence d'activationˊ 

c)  Hint: "Activation Order" only active in Design Mode.

Due to (b): Localization issue for now.

   See "08 form menu"
   Currently Clicking Help in Tab Order dialog will not reach Online
   Help for German, English, Italian, Spanish language UI. 
   Always Error 404. Probably broken for all Languages.

e) In 4.0

4) German dialog "Aktivierungsreihenfolge" in 4.0.0 still ok, in 6.4 
   "Register-Reihenfolge" no longer ok.

f) in 6.0.7.3 (x64) Build-ID: dc89aa7a9eabfd848af146d5086077aeed2ae4a5
   Online Help for dialog "Register-Reihenfolge" will be reached; in 
   Online help correct name "Aktivierungsreihenfolge" is used. What ever that 
   might mean.

This is not a problem with the translation into German or another language. In the source strings there are used different terms for the same thing (See attached video).

Set Component back to UI.

I know; of course. But questions are
Why is the problem not visible in Italian / French and may be other languages?
Will corrections in the English Source mangle UI in other languages?

Because the Italian and French translation teams translated both words with the same term. Other teams have translated the source code verbatim.

Yes and no. If a source string will be changed the teams have to translate the string with they own translation again. They choose how it should be translated.
