Description:
When we are in RTL direction, in tables when we click the button to add new column it does not consider the direction. So if I click on add "Columns After" button, it adds new column to the left but in RTL languages it must be added to the right.

Steps to Reproduce:
1. Change direction to RTL
2. Add a table with on row and at least 3 cols
3. Click on Col 2 and click "Columns After" or "Columns Before" buttons

Actual Results:
By clicking on "Columns After" it adds a column in right of current column and vice versa for "Columns Before"

Expected Results:
By clicking on "Columns After" it is expected to adds a column in left of current column and vice versa for "Columns Before"

The problem is for icon. Icon for "Column after" is meaningful for LTR languages. in RTL languages it would be replaced by icon of "Column before"
