Description:
Traces of lines shown on the document while and after moving rows or columns of table in Writer, these lines disappear after zooming in or out or after double click on the header or bottom of the document.

Does it happen when you disable Skia Vulkan rendering?

Tools -> Options -> View so that both the 'Use Skia for all rendering' AND 'Force Skia software rendering' are checked enabled.

That will disable the Skia Vulkan GPU accelerated rendering that can cause issues like this.

Hello and thank you for the support! 

This issue happened when only the "Use Skia for rendering" was checked,
probably by default ("Force Skia software rendering" was uncheck). 


After I have checked the "Force Skia software rendering" the traces were gone. 

In addidion, I unchecked both "Skia" options, and it also solved this issue.

I'm still not sure what is the better option, but the software works much better now.

As mentioned in earlier comments, this issue happens when "Use Skia for rendering" is checked and "Force Skia software rendering" is unchecked.
