(The component selection was a fake - just to satisify the automatisms.)
7.4.0.0 Beta2 was announcewd latest 2022-06-26. Is marked done (green) in the RelesePlan wiki. Not yet available there today, 2022-07-03.

a) 7.4.0.0 beta2 isn't available at all, at least not from <https://dev-builds.libreoffice.org/daily/libreoffice-7-4/Win-x86_64@tb77-TDF/current/>
b) Beta2 is described "optional" in release plan <https://wiki.documentfoundation.org/ReleasePlan/7.4>

what exactly is your problem. A missing link? Missing version? Wrong info on website?
An please be more precise with your sources and all other info. For example by contributing hyperlinks.

Wrong info (missing consistency) in https://wiki.documentfoundation.org/ReleasePlan/7.4 concerning 7.4.0.0 There was announced an optional Beta2 for 2022-06-26 at latest. Now the respective table-cell is colored green. I would interpret this as "provided". 
Since I had decided to start testing 7.4.0.0 with Beta2 (if option chosen), I tried to find the download under https://downloadarchive.documentfoundation.org/libreoffice/old/7.4.0.0.beta2/. There was no ...beta2/ path. 
Probable: The green cell-coloring in the Release Plan was done automatically though therte was a decision to omit the "Beta2 (optional)". 
Criticism: This was misleading (to me). Omission of an optional version should be made visible in the Release Plan.
Importance: Very low. "take note"

Don't know your "redmine".  
Obviously 7.4.-4.2.beta2 was canceled, but the respecive date-field in https://wiki.documentfoundation.org/ReleasePlan/7.4 was colored green the same way as if the second beta version  was provided for download. That's against my way of thinking, but this may be irrelevant.

I now mark the bug RESOLVED NOTABUG.
