The dialog was updated for 7.4, but this particular behavior is the same. You start on the dropdown and correctly advance to the radiobuttons via tab. No need to set the initial focus on the "Sort Criteria" tab (any vaguely I remember it was changed intentionally to not be on the tab anymore). My take: NAB.
Please test with 7.4 and reopen if you disagree.
