CSV import was changed from 7.3 to contain "Evaluate Formulas".
That's not in Help page https://help.libreoffice.org/7.5/en-US/text/shared/00/00000208.html.
Also, there is "Skip empty cells" which is no more in options.

Should be noted that "Skip empty cells" availability depends on the import content.
