Exporting a writer document which includes comments to pdf always puts the comments in the generated .pdf even when "View" -> "Comments" is disabled. It seems there is no way to export to .pdf without putting the comments in the .pdf. Expected: When "View" -> "Documents" is disabled, comments should not be exported analog to "show tracked changed". To get rid or Comments in PDF documents uncheck "Comments as PDF annotations" in PDF export dialog. That did the job for me.
