Exporting a writer document which includes comments to pdf
always puts the comments in the generated .pdf even when
"View" -> "Comments" is disabled.

It seems there is no way to export to .pdf without putting
the comments in the .pdf.

Expected: When "View" -> "Documents" is disabled, comments
should not be exported analog to "show tracked changed".

I think it's a user error.

No. The world does not disappear when you close your eyes 
And zoom has no influence to print result. And so on.

To get rid or Comments in PDF documents uncheck "Comments as PDF annotations" in PDF export dialog. That did the job for me.
