I also think that this should be improved. May be simply a more meaningful dialog heading like "insert, edit, delete of visit bookmark" might help?
If you want to rename/delete/visit bookmark, you already have Delete/Rename../GoTo. Remains to add new bookmark/Insert and only remaining is Edit menu where you can see and insert. If you read "Edit this bookmark" then this might have a basis, but that would be again Delete/Rename.. which makes no sense. I read this as "Edit bookmarks" and don't see a bug here. Please explain again how would that change exactly help in workflow and why you don't use Delete/Rename.. for the same.

In LO7.5, the procedure is different. In the bookmark list, rightClick (instead of ˄click) open the menu where one can choose edit, which is good. Bug fixed.
