Description:
When entering a comment into a Writer document, I cannot use macOS native dictation. Dictation works when entering into the document itself. 

Steps to Reproduce:
1. Open Writer document
2. Select Insert->Comment
3. Press dictation key (has the microphone symbol)

Actual Results:
Nothing happens

Expected Results:
Microphone symbol should appear on the screen and anything I say using my voice should be entered in the comment as text.


Reproducible: Always


User Profile Reset: No

I'm more surprised that it doesn't actually cause a crash when you call up the Insert > Comment function - some of us should be thankful for small mercies, I guess.

When I try dicating using VoiceOver into a Writer document, I get a systematic crash EXC_CRASH (SIGABRT) after about 10 words, using:

I can confirm, however, that inserting a comment when VoiceOver is activated deactivates VoiceOver, and that it is impossible to switch on VoiceOver when the cursor is located in the Comment box.
