Description:
Track changes: Track changes manage shows only deletion icon after saving DOCX to ODT 

Steps to Reproduce:
1. Open attachment 180723 [details]
2. Edit -> Track Changes -> Manage
3. Notice a list of X icons and pencil icons
4. Close the dialog
5. Save as ODT
6. File reload
7. Edit -> Track Changes -> Manage: everything has a red X

Actual Results:
Red X after saving to ODT for all changes

Expected Results:
Same result as DOCX


Reproducible: Always

I assume the pencil stuff generally indicates additions/insertions. In this case, there are no insertions, but the pencils indicate format changes.

But all of the text was afterwards deleted.

In general, DOCX->ODT retains format redlines. And when I delete a previously format-redlined entry, it changes into a delete-redline. So I'm not sure why the docx would have both entries, but I couldn't duplicate that in LO.

In any case, absorbing previous history into a delete-redline seems like a typical LO normalization - I mark this as LOWEST.
