If I change the zoom in a calc sheet, the column and row headers do not change their size, i.e. the font size remains the same. Is this OK? I'd expect the headers to zoom in/out together with the whole sheet.
AFAIK LibreOffice Calc does not allow to change the font of column and row headers. Their size is based on your OS settings. Maybe this could be an enhancement request. FTR, MS Excel desktop application also does not resize rows and column headers, but Excel online does resize headers based on zoom level, which is handy for a11y purposes.

Indeed you're right. The latest update of Excel does zoom in column and row headers. I had tested on an older version of Excel. IMO this seems an interesting feature to have in LO Calc as well. Let's hear the opinion of the UX team about it.
The current behavior is also visible in OOo. Softmaker Planmaker 2021 behaves different to LibO, zooms column and row headers.
