Description:
Since I installed Libreoffice version 7.4 (x64), in a calc sheet .xls if I select a group of cells and set a property (ex: right click> format cells> currency> €) the operation succeeds.
If I close the sheet and reopen it, only the empty cells among those previously selected do not retain ownership (currency €).
the pc installed windows 10 home build 19043.1949

I could not reproduce it using

Version: 7.4.1.2 / LibreOffice Community
Build ID: 40(Build:2)
CPU threads: 16; OS: Linux 5.15; UI render: default; VCL: kf5 (cairo+xcb)
Locale: pt-BR (pt_BR.UTF-8); UI: en-US
Ubuntu package version: 1:7.4.1~rc2-0ubuntu0.22.04.1~lo1
Calc: threaded

I filled a range of cells with numeric values (leaving some of them blank) and formatted the range as currency, including the blank cells. I saved as ODS and XLS. The I closed and reopened the files and the blank cells retained their currency format.

I confirm that the problem persists; maybe you didn't detect it because you used it in unix environment I have a Windows 10 environment
I describe the process:
I open an existing XLS sheet
I select a group of boxes (in some boxes there is a number, the others empty)
set the euro currency characteristic, the Euro symbol appears in the boxes where there is a number
I close the file
I reopen the file
the Euro symbol is still present in the boxes where the number was present
I type a number in an empty box of the group of boxes previously selected and the euro symbol does not appear

No problem for me (if I understood correctly)

1. I right-clicked F60 - Format Cells - Numbers - Currency - EUR € Italian (Italy)
2. Saved & reloaded

The format is OK.

Please give comments on my testing.
