Screenshort

In "Customize/Keyboard" Shift is called "Skift" (danish word for Shift)
I'm running on Windows 10, english version, but with danish format
I only installed English language in LibreOffice and there it's set to English.

But it still use danish word for shift.

Thanks for already putting your eyes on this (impressive)
A Shame you cannot reproduce. 
But nonetheless there is an issue, I didn't construct the screen-dump in photoshop :-P
You must have designed the GUI-language-text system in a vulnerable way. "Skift" shouldn't even be available anyway since I didn't install other application languages than English! So already there you likely have a design flaw.
It was installed on at completely clean Win10 VM.

The keyboard key symbolic names don't depend on the UI language, they are taken from whatever the operating system calls them unless on Unix/Linux overridden for a language (but there is no override for Danish, only Norwegian and Swedish which have Skift, anyway not on Windows) and usually depend on the keyboard layout.

Ctrl+Entrar for Insert - Page Break
And for Tools - Automatic Spell Checking is Mayuscula-F7, instead of Shift-F7

See that my locale and keyboard layout is in Spanish.
