Description:
In previous versions it worked.
I use "Insert Hyperlink" + "Document" and the path on my computer. Then I export it to PDF.
When I open the PDF file the link doesn't work. It's a link like this: "file:///C:/videos..." but in the exported filethe 'C' disappers "file:////videos..." so the file cannot be reached and opened.

Actual Results:
Insert link, document (a document on C:\) then export to PDF

Expected Results:
A PDF file with the wrong path (C is missing)

Please test with a clean profile, Menu/Help/Restart in Safe Mode

If it doesn't solve the issue, please attach a LibreOffice with the problem to test.
