On which Windows version are you?
Did you download LO from official website (https://www.libreoffice.org/download/download-libreoffice/)? Did you check checksum?

Have you got some antivirus? If yes could you disable it temporarily just to give it a try?

It is a very interesting log, that shows that when migrating features from a previous installed version (7.2.7.2), it has no features selected (MigrateFeatureStates action, starting on line 5104); so it does an "installation" with nothing selected. Fun.

I have no idea how that happened, maybe something went wrong the first time when it attempted to uninstall the old version; but now you likely have a sticky zombie 7.2.7 installation information in your Windows Installer database, which prevents the following installation.

Being a broken Windows Installer cache case, it is discussed in the FAQ [1], and specifically in its "Use troubleshooter tool from Microsoft" section. Please use that tool, and then try installing it again.

I close it as "NOTOURBUG" (the Windows Installer cache breakage is its own fragility, which affects all applications using that technology; they created their repair tool exactly because of that). If your attempt to repair fails, please comment here; and if you believe you have reasons to consider this a LibreOffice issue, please explain and set back to UNCONFIRMED. Thanks.
