hi, 

I turn "activate page-line-spacing"  OFF in the template, 
save it, close it, say a prayer and some woodoo phrases, 

open a document based on that, it acknowledges that the template has been saved lately, and asks for update, but the "activate page-line-spacing" is ON

moreover, 
I reopen the template, and it is also ON in there...

furthermore,
I uncheck it again, int the template, save it, close it, and reopen it, and it will be ON again...


note: all this time the page-style "use line spacing" has been checked ON

note 2: I can understand that some logic dictates that if the page-style "use line spacing" is active, the paragraph style has to be ON...
cause if it was set ON only for one paragraph, it would be pointless (cause only one paragraph would be treated to align its lines to columns and facing pages)

that is, I understand that exceptions should be made manually, and not the other way around... but still this goes against how templates work

Version: 7.4.2.3 (x64) / LibreOffice Community
Build ID: 382eef1f22670f7f4118c8c2dd222ec7ad009daf
CPU threads: 4; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

Steps:
1. Open a new document
2. Format -> Page Style -> Page -> make sure that "use page-line spacing" is off
3. save as ott
4. Open ne document based on that template

Actual and expected result
"Use page-line-spacing" is off

Peter, have you also tested with clean user profile?
