I confirm it with

Version: 7.5.0.0.alpha1+ (X86_64) / LibreOffice Community
Build ID: 5b18eebc2c95321ce7e6edf10f4df81557382a48
CPU threads: 4; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: en-US (de_DE); UI: en-GB
Calc: CL threaded

Same with
Version: 7.4.3.2 (x64) / LibreOffice Community
Build ID: 1048a8393ae2eeec98dff31b5c133c5f1d08b890
CPU threads: 4; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

Steps:
1. Pre-requirement: a random image; say jpg or tif
2. Open Writer (on Windows)
3. Type say: Hello
4. CTRL+A
5. CTRL+X
6. Insert -> Image -> Browse to a directory with images
7. Right click the image -> Copy -> Cancel

Not possible to test with LO dialog, because with context menu it's only possible to rename an image.

It works this way
1. Pre-requirement: a random image; say jpg or tif
2. Open Writer (on Windows)
3. Insert -> Image -> Browse to a directory with images
4. Right click the image -> Copy -> Quit
5. Strg+V

Still repro. Testing a bit, it seemed to be a regression, but then I was not able to find a clear path to bibisect it.
