Looks like it. Anyway, problem is not linked directly to Windows dark mode.

What do you mean by "problem is not linked directly to Windows dark mode"?
Could you please also attach a screenshot?
Thank you!

Well, the behaviour was confusing, but my latest tests show that LO menus follow Windows_11 light|dark mode. Attachments.

Thank you! Probably better to not mark as duplicate to have Windows 10 and 11 separate, and given that the issue is triggered differently in Bug 151756.

Looks to be a duplicate of bug 151756 same workaround--slight diff Win10 -> Win11 GUI

Either set LO 7.4 Tools -> Options -> Advanced to Enable experimental features mode, or of setting off the Win11 Personalization -> Colors option: 'Show accent colors on title bars and windows borders'.

At 7.5 Win os/DE color handling improves.

reproduced with 7.4.2.3 on Win11 and same work around as bug 151756
Comment 12 TorrAB 2022-11-15 13:13:41 UTC
The simple solution would be always to show menus in their traditional form, regardless of the Windows background choice.
But it would be better to respect the user's preference for a dark background and show menus black-on-white if Windows background is dark.

Inconsistent behaviour:
I started W11 in dark mode and loaded LO: its menus are normal, black-on-white!

Is Windows the culprit?

Of course it is the culprit! Lack of win32s MFC for dev support and move to UWP for color theming, but as experimental at 7.4 and baked-in to 7.5 LibreOffice is now doing better things with what theme details Windows DE provides.

To avoid issue of this and "dupe" bug 151756-- enable experimental features in 7.4, or revert to Windows 'Light' color theme with Windows 11 (at the least slide 'off' the accent colors in Personalization -> Colors [1]).

It is fixed in 7.5
