Steps to reproduce:
1. Open Calc
2. Insert an image as linked -> Double check it's listed in Edit - Link to external files
3. save it as XLSX

-> The image is saved as embedded. If you unzip the document you will see it there. Same if you open the document and go to Edit - Link to External files. it's greyed out

In the XLSX file, xl/drawings/_rels/drawing1.xml.rels refers to the target as an internal "../media/<filename.png>"

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
