Description:
Page Style Paragraph Area is being rendered inconsistently while scrolling. Sometime it's shown sometimes not 

Steps to Reproduce:
1. Open the attached file
2. There are green (Note) and blue bars (Tip). 
3. Scroll down (scroll wheel) -> Sometimes there is only an icon and no background color. 

Actual Results:
Background color isn't painted. 

Expected Results:
Should be present consistently
