Created attachment 183760 [details]
Save file after changing content on page 3 and reopen again. Cursor will appear at page 1.

Note: Be sure you have set Tools → Options → LibreOffice → User Data.

Open the attached document.
Go to page 2 and change some content at start of paragraph.
Save document.
Close document.
Reopen document.
Page 2 will be shown.

Now go to page 3 and do the same.
If you reopen the document cursor will be positioned at the left upper corner of page 1.
Will also happen if you change content at the bottom of page 2 …

Now add some text at the end of the document (Tools → AutoText → LoreIpsum). If you added some more pages with this autotext you could change content on page 3, save document, reopen and the position will be shown. But it will never be shown right for the end of the document.

Seems Writer is doing this: Loading document without images - looking for page (which isn't there because images aren't there) - cursor tho first page - loading images after setting cursor. In bigger document you could see something like this: Running down in the document, then running up in the document to find the position.

Bug appears on OpenSUSE 15.3 64bit rpm Linux with LO 7.4.3.2, but also with earlier versions.

This bug won't appear in LO 7.2.5.1, apperas first here in
Version: 7.3.0.3 / LibreOffice Community
Build ID: 0f246aa12d0eee4a0f7adcefbf7c878fc2238db3
CPU threads: 6; OS: Linux 5.3; UI render: default; VCL: kf5 (cairo+xcb)
Locale: de-DE (de_DE.UTF-8); UI: en-US

So it's a regression.

Robert, I'm sure, this problem has been fixed. Have you also tested with master?
