Description:
In Word, it doesn't recognize that the text has been moved, but takes it as a simple delete and paste. (it's not green at all, )

Steps to Reproduce:
1. Load the attached DOCX document 

Actual Results:
In Word, it's not green at all,  it doesn't recognize that the text has been moved, but takes it as a simple delete and paste.

Expected Results:
In Word, it's green at all

I'm not sure what significance "green" has. In your MS Word screenshot the colour used is red for both deletions and insertions.

Perhaps the intention is to discuss where your screenshot's cut strings do not show a strike-through - i.e. they seem to be insertions rather than deletions. However, I don't reproduce that in bibisect-linux-x64-7.5 oldest.

There is also a difference in whether the CR marker is included. In LO the CR marker is included in the cut, but not in the paste (while in MS Word the CR is not included in the cut).
