Preview in web browser

while examining a file created even single paged
prerequisite is overlaying layers of image and text
image is sent to the background with wrap in background set on
which makes the image a background picture to the text in front

while choosing File > preview in Browser 
The display setup does not function

sorry I can't add more than one picture I had some prepared to show you

the layers stacked on top of each other become side to side instead of reasonable same similar presentation in web browsers
