When we right-click somewhere the line numbering area, we get the same context menu as if we had right-clicked the paragraph with the line being counted, with entries like "Character", "Paragraph", "List" - which apply to the paragraph, not the LN region. Instead, the context menu should mostly have an entry for opening the Line Numbering dialog (accessible via Tools | Line Numbering... on the menu). This would, in particular, allow the user to more easily get to where they can change the LN character style than in the current state of affairs.
I agree, but let's ask other UX people
The focus never leaves the document margins so you do actually not click the line numbers. And from my POV not much benefit to have an extra context menu for this function to show LN on/off or to show TC in margins yes/no. But the stronger argument against such a context menu is the focus remaining in the document. => WF

Anyway, if I click some visible element of the document, or the non-document UI, I expect the context menu to relate to what I've clicked - and it doesn't. The user should not have to know when LN is on the menus to get to the dialog controlling it. Think of the user who's opened a document with LN and wants to tweak it or turn it off. What are they going to do? Naturally, right-click the LN.
