An option to hide inter-page whitespace with headings was implemented in bug 39080. When the whitespace is hidden (View->Show Whitespace is disabled), File->Print unhides it and keeps it unhidden after Print dialog is closed (both printed and cancelled). OTOH, File->Print Preview does not make the whitespace shown after the command.
