make it 

position and size 
as character

make picture a smaller so it fit on page

crop from upper border 
crop from bottom border
crop from upper border again

repeat process of cropping and there will be an empty 
space as shown in picture Untitled.png

Steps:
1. Open attachment 184511 [details]
2. Select first image -> Context menu -> Crop
3. Crop around 1cm from top
4. Crop around 1 cm from bottom

Actual result:
Blank space between formatting mark and image

Additional information
Doesn't happen with properties -> crop
