When using Windows dark mode, LibreOffice should automatically switch to "Colibre (dark)". You should be able to see that happen when restarting in Safe Mode. Please change the icon theme to a dark one. Let us know if that still does not work.
Stéphane, thanks for your comment. Yes, Colibre dark solves the problem. I'm wondering that the theme wasn't set to "Automatic" then this issue wouldn't have existed.
