Reproduced. My steps after testing: 1. Drag-and-drop a sound on the page 2. Drag-and-drop another: it is not inserted, only the first one remains. 3. Delete the sound on the page 4. Drag-and-drop another onto the page: it is not inserted 5. Click on page, then drag-and-drop a sound: it is inserted. So the issue as I see it is that inserting a gallery sound with drag-and-drop does not work if the cursor is not on the page. This differs from other gallery categories: e.g. an arrow can be inserted when another one is already selected or has just been deleted.
