Description:
When saving a document as doc or docx, anchors change from anchor to page to anchor to character. Only anchor to paragraph appears to be stable.
Anchor to pge seems to work in odt, but changes when saving to doc or docx.

Steps to Reproduce:
1. Open the Forms toolbar.
2. Create a paragraph of text. Create several text boxes. Create another para of text.
3. Anchor the text boxes to the page.
4. Save as doc or docx and close the file.
5. Open the file and observe the new positions of the text boxes. Also observe that the anchors have changed.

Actual Results:
Objects have moved on page. Anchors have changed type.

Expected Results:
No changes.

User Profile Reset: Yes

Additional Info:
Only setting anchors to paragraph, allows files to be saved as doc and docx without change.
