Description:
As the summary mentions, allow us to manually order conditional formatting, some ordering of conditional formatting was implemented as per this bug report https://bugs.documentfoundation.org/show_bug.cgi?id=74074#c11 for version 5.4.5, but think only allows you to change the ordering when editing conditional formatting, can we please get the same "Up" and "Down" buttons as shown in one of the comments on the bug linked so we can order the outer level conditional formatting also please.

Steps to Reproduce:
1. Create conditional formatting on different cells.
2. Go to Manage Conditional formatting.
3. Try and change the order of the outer conditional (Don't click edit).

Actual Results:
Can't change the order of the outer conditional formatting.

Expected Results:
Provided "Up" and "Down" buttons to change the outer conditional formatting order.
