Provide keyboard and menu tool to set the format of image captions to include centering and hyperlink.

Ideally I would like the Bold, Italic and Center icons, and the font-size dropdown, to be active when adding a caption.

As soon as its inserted, the caption can be formatted however you see fit: using direct formatting (font, bold, italic...), centring inside the frame, inserting a hyperlink... like any other paragraph.

Modifying the caption dialog to include all those would be an overkill.
There is a conversation about improving the caption dialog (see bug 153248), but allowing all text formatting options while setting the captioning options is out of scope.
