Description:
Freeze Rows and Column always leaves the selection's bottom right cell free.
When attempting to use the action with A1 selected, it leaves the impression of a broken feature.

Steps to Reproduce:
1. Select just the first row or column
2.On the header Right click > Freeze Rows and Columns

Actual Results:
Nothing happens

Expected Results:
The first row and or column gets frozen


Reproducible: Always


User Profile Reset: No

As indicated in https://help.libreoffice.org/latest/en-US/text/scalc/guide/line_fix.html, you must freeze the column c+1 or row r+1.

So:
- if you want to freeze column A, you must select column B and use freeze.
- if you want to freeze row 1, you must select row 2 and use freeze.
