Ctrl+F2 (or Insert - Field - More Fields - Variables tab)
Select type "Set variable" or type "user field"
Note the format list.
Change the document language and note Format list
Change UI interface language and note format list

Actual:  "Text" Format is shown according to the UI language.
          "General" is shown according to document language.

For the inserted variables, the pattern of what language the format is shown for the inserted variables, when using "Edit field" is variable. Sometimes they seem to keep the language that they were inserted with. Other times, when the UI language changes, then the format language also changes. And sometimes the format changes.  (Try to use one UI language, with a different document language to insert variables with the same name in both "Text" and "General" format, then save file and open with a different language interface)

The "Text" and "Formula" entries are UI resource strings, the "General" is a locale data dependent number format code keyword you also see in a table's or Calc's number format dialog, hence may change with the document locale.
Won't fix.

The rest may be related to bug 154218, please check with a version that contains its fixes.

As best I can tell:  Format "Text" is shown according to the UI language (independently of the UI language used to insert the field), while the label for Format "General" (en-US) is shown according to the document "language" of the field (e.g., as demonstrated in bug 129820, it is possible to change the format label for "General" by changing the language of the variable, where the UI language has no influence). This "hypothesis" (together with a recent master build) seems to account for the appearance of the format labels, when changing UI language and document language of the field.  

Comment 1 explains/confirms these observations.  Converting this ticket to "Documentation" -- with the suggestion for the following (approximate) addition in the "Format" section in [1].

  the Format label for General reflects the locale applied to the field, independent of the UI language.
