I can't see a paragraph with such Outline list style.
Also, Heading1-2-3, are not inherit from Heading style.

Test if Menu/Format/Clear direct formatting helps (it works on selected text)

Please look at the Heading 2 style, and the example I indicated above (or most following heading 2 paragraphs in the document). Changing inheritance of heading 2 etc. does not fix the problem. Menu-Clear-Direct does not fix the STYLE; inability to repair the style is one of TWO bugs reported here. Yes I can fix an individual paragraph; the bug is the STYLE.

Because they are part of Menu/Tools/Charter Numbering.

Take a look at the help.

The "Writer Guide" hyperlink on the page you linked is broken;
hardly any help there.

The help you linked has nothing to do with the reported bugs.

Have you tried to remove the unwanted "outline" attribute from the heading style?

Also, all "Chapter numbering" is turned off in the example document provided.

Clarification: Hyperlink to 6.1 guide PDF is broken.
7.3 guide link is OK.

You can correct it by going to Tools - Chapter Numbering (this will be Heading Numbering in the next version) and in Level: 2, changing Paragraph Style to [None].
