I repro even from scratch with oldest of Linux 43all repo.
This bug report is somewhat artificial. I doubt it has anything to do with DOC format. It works fine if the size of the caption box is increased a little bit. The height isn't really big enough to let the cursor access the last row of text, so it is being placed at the end of the image-as-character (as far as I can tell visually).
