Tabulators defined for a line resp. a paragraph are not displayed in the horizontal ruler by Writer of LOdev 7.6.0.0 .
So it is impossible or at least unconvenient to adjust by mouse the position of text parts belonging to the tabulators.

Reproducing the bug:
- open the document "Schaltuhr_Bedienung.odt" from attached zip file
- set the cursor in a line with a definded tabulatur, e.g. the line
"5 - Akku-Ladegerät	- schaltet sich nach Ablauf der Ladezeit automatisch aus"
below the bold shown line "Programm 1: Geräte abwechselnd ein- und ausschalten"

In this line a tabulator is defined (3,94 cm): Right click by mouse and choose "paragraph" -> "paragraph" -> tab "Tabulators"!

But in the horizontal ruler only the triangles for indent (0,76 cm, first line 0,00 cm) are displayed and not the "angle" for the defined tabulator (3,94 cm).

Tested with
Version: 7.6.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 4e70952efbc97bef7bc108e738bee346bf5de605
CPU threads: 4; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: de-DE
Calc: CL threaded

In LO 7.5.3.1 and LOdev 7.5.4.0 this is still OK (tabulators are displayed), tested with
