Scrolling, both horizontal and vertical, is too fast/poorly controlled. I'm using touchpad on Dell Latitude 3520, but the same thing happens when I use a wireless mouse.

Does this only happen in LibreOffice? If so, did it start only in a recent version?

If it's not only in LibreOffice, have you tried adapting your settings in Windows? For example: https://www.makeuseof.com/windows-11-change-mouse-sensitivity-scroll-speed/

It only happens in Libre Office (in both Writer and in Calc - they're the sole applications I've used in LO). Happened when I had LO on my last Dell laptop as well. No such scrolling problems with Open Office, but I kept getting errors with OO so I changed to LO. It's like the touchpad is just too sensitive when I use Libre Office. Seems odd that the issue isn't present in any other program...

Looks like the same issue as bug 119745, so marking as a duplicate.
You can see if turning Skia off in Tools > Options > LibreOffice > View helps in your case.
