It say it restore files but in realitet it does not restore and no backup in folder.

I never observed such a problem with LibO on WIN.
Query <https://bugs.documentfoundation.org/buglist.cgi?cmdtype=dorem&remaction=run&namedcmd=DUPs155079&sharer_id=19321> did not show a possible DUP.
So closing this one for now.

May be you simply disabled auto backup? Or something else is wrong with your particular installation?
