Description:
After undocking the "Formatting" toolbar from the main toolbar of the LibreOffice Writer, and moving part of it outside the screen, it is no longer be movable.

Steps to Reproduce:
1. Open LibreOffice Writer.
2. Right click on the "Formatting" toolbar on the top of the screen, uncheck "Lock toolbar position" by clicking on this context menu option. You may have to scroll a lot to reach the bottom of the context menu. This is the toolbar that you use to change style/font and other formatting of the text.
3. Right click on the "Formatting" toolbar, and choose "Undock Toolbar". Alternatively, you can drag the multiple dot handle of the toolbar (usually positioned at the side of the toolbar) and move it.
4. Try to move the now undocked "formatting" toolbar, and move parts of it outside the screen.

Actual Results:
The floating toolbar window will no longer move after initial moving. At first, try to move parts of the toolbar outside the screen.

Expected Results:
The floating toolbar window should be movable.


Reproducible: Always


User Profile Reset: No

The problem happens with gtk3 ui on Linux. I am using a 2x scaling on GNOME.

	issue repro in linux. this was seen without using the scaling feature too. the floating toolbar could not be moved or closed.
