Do the menus Insert and Data have duplicate entries for Pivot Table, why?

Insert -> Pivot Table...

and

Data -> Pivot Table -> Insert or Edit...

Clicking these opens up the Pivot Table configuration, and these menu items seem identical w.r.t. the inserting functionality.

Because in Data menu also serves to edit/refresh/delete. The historical place, as I remember, was added to the insert menu, to make easy to find insert.
What's the problem?
