Well, yes, the pages option starts in the first worksheet, and you can export several pages of every worksheet you would select in the field, from 1-3, or from 2-4, or whatever. This allows to export any range from whichever group of worksheets. If you want a particular selection of a particular worksheet, use the "selection/selected sheets" option. Maybe this report could be repurposed to a RFE to modify the name of the field, from the current simple "Pages" to something else, but I'm not sure what would that be.
Agree with Ady, this is not a bug as the "selected sheet(s)" option exists in both the PDF and Print dialogs. Can't think of a different wording that would make it clearer. In my tests, Print to File works exactly the same: will start at first sheet if "Print all sheets" is selected, will start at active sheet if "Print selected sheets" is selected.
