Isn't it a duplicate of bug 155509? The image dimension cannot exceed the page size.

And changing the value under "Scale" (admittedly a bit misleading; pretty sure we talked about this, maybe at bug 143635 or bug 143037) changes the absolute values under "Image Size" (tab out of the control or click into some other).

But I see no problem in that. If you want a proportional scale of the image, then simple enter the same value in width and height. What scenario does not work for you?
