Description:
Fails to open.  resetting user options has no effect.  Running on Windows 10 Insider build 19045.3031.  The  

Steps to Reproduce:
1. normal windows shortcut
2.
3.

Actual Results:
Splash screen opens then closes.  Safe mode opens with default extensions.

Expected Results:
nothing - reverts to Windows system

Go to 'Add programs' in win, and on the LibreOffice position at the right, select repair.

Done that to no effect :-(  Removed LibreOffice and use ccleaner to remove register entries.  Clean Download version (twice) and reinstalled to no avail.

Does the issue persist with version 24.8?

Set to NEEDINFO.
Change back to UNCONFIRMED, if the problem persists. Change to RESOLVED WORKSFORME, if the problem went away.
