Description:
I have a Spreadsheet I use for work which I update every couple of weeks or so.
I'm doing small editing like adding or deleting items in the spreadsheet. Adding and/or removing page breaks and editing the footer notes.

In the footer notes, I have the Month and Year eg:(June 2023) and the page numbers.
I will save the spreadsheet and export a pdf which I show to clients, but if I need to go back and edit the spreadsheet, my pagebreaks are all screwed up and my footer notes are different. 
For example: I will save the footer as "June 2023" then when I go back into the spreadsheet to edit again, it will say "January 2023" and this happens all the time for some reason.

Steps to Reproduce:
1.Edit foot notes and save
2.Edit pagebreaks and save
3.Open spreadsheet and the above are not saved.

Actual Results:
The footnotes and pagebreaks are not saved.

Expected Results:
Save the exact way I left and saved the document.

I could not reproduce with:

Version: 7.5.3.2 (X86_64) / LibreOffice Community
Build ID: 9f56dff12ba03b9acd7730a5a481eea045e468f3
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: fr-FR (en_AU.UTF-8); UI: en-US
Calc: threaded

Can you please provide more precise steps, including the file format you use? I have followed:

1. Open Calc
2. Insert > Headers and Footers, added date fields and page fields in both header and footer
3. Sheet > Insert page break > Row break, somewhere between cells with contents
4. Export as PDF
5. Save (as default ODS), close, reopen
6. Export as PDF

Header, footer and row break work properly at both steps 4 and 6.

Please also test with a new profile to see if it resolves your issue. Thank you!
