Hello,
When trying to hide the numbering of a chapter level (here the first one) by selecting in Tools-> Chapter numbering -> show sublevels = 0, the numbering of this chapter level disappears but after saving and reopening the document the numbering is back.
I replicated this on the last Linux Mint which run LibreOffice 7.3.7.2 but also on Fedora 38 that run LO 7.5.3.2

Please can you paste the information in Menu/Help/About LibreOffice, there is an icon to copy.

And add a sample file to test.

Reproducible, but I don't if the bug is that accept '0' as sublevel when it should not, or if '0' is not properly saved and reopens with '1'.

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
