Description:
When using LibreOffice in an aspect ratio/resolution which does not allow the entire toolbar to show, items are split off into a dropdown menu. Due to its positioning toward the right of the toolbar, the option to change line spacing on Writer gets moved into this dropdown menu. When it's in the dropdown menu, the button is completely unusable. The tooltip ("Set Line Spacing" under my locale) does still appear, but the button is non-functional. However, when using it in the normal toolbar, not in the dropdown, it works fine.

Steps to Reproduce:
1. Use Writer in an environment where the window is small enough to force the dropdown. I used the right half of the screen in a 1920x1080, 100% scaling environment (tested on Fedora Linux 38, RPM version).
2. Create or open a document.
3. Access the overflow dropdown menu.
4. Attempt to click on the Set Line Spacing button.
5. Observe failure.

Actual Results:
The dialog for line spacing does not show.

Expected Results:
The dialog should show.

You can edit the toolbar to move the position of the option.
Menu/Tools/Customize – Toolbars
Even you can create your own toolbars.
Or right-click on an empty area of the tool, and select customize.
Or move toolbar position (first unlock it)
