Using the dot on the keyboard's numeric keypad returns a comma.

The other keys on the numeric keypad function normally

Try Tools -> Options -> Language Settings -> Languages, Formats, Decimal separator key: switch on or off; on: should produce the decimal separator of the current locale; off: should produce the character the keyboard (driver) thinks it should.
